Purchased and planted tree in Spring of 2020. No leaves in 2021, now some at base and one cluster in branches. Will this survive, or do I need replacement?

It sounds like it is trying. You could feed it with some Tree-Tone to help it.
Also, check the base where it enters the soil to make sure it wasn’t planted too deep.
Brush away any mulch or soil away from the trunk until you find the original soil that the plant came in and keep it that way. Mulch or soil piled against the bark of a shrub or tree hinders the flow of moisture and nutrients from the roots to the upper part of the plant slowly strangling it.
Whether you get a replacement for it is up to you though.
