We have a hedge of Weigela bushes that look good but have very few blooms this year,what could be the problem and when is a good time to prune them?

The time to prune them id right after they flower.  If you’ve been pruning in spring or early summer, you’ve been cutting off the flower buds. Feed them in spring (April) with Espoma Bio-tone to add to the flowering potential.
