How do I go about propagating a climbing rose and is it better to wait until late spring to do it?

Climbing roses are grafter roses which means the upper plant has been grafted to hardier or more disease resistant root stock.  Ant cuttings you roots won’t perform as well or be as hardy as the original plant.  Probably not something that is worthwhile for a home gardener.
