Deer netting.  It is a light mesh of black plastic that prevents them from eating the foliage.  It comes in 7′ height (higher than a deer will reach) in rolls up to 100′  It can be attached to stakes surrounding the arbs or fastened directly to the arbs with black wire ties if the arbs are large enough.
