You can scatter grass seed but you’re going to have to hope that spring weather is moist and warm enough for it to sprout on its own.  It is against the law to apply lawn food before April 1^st   NY.  It is too cold for it to do anything anyway since the lawns are still dormant.  I’d wait until you come back in a month and do to seeding and feeding then…it will be the perfect time for it.
