Find some hot pepper wax spray and apply that to the plants.  OUTSIDE the garden, spread “I Must Garden Mole and Vole Repellent to prevent them from entering the area.  Do NOT apply it inside the garden….follow the direction.  Stack flat rocks to encourage garter snakes…if you have snakes, you won’t have voles or mice.
