In mid October National Grid put lawn seed mats over portions of lawn they dug up because they installed new gas lines. When should I pick the mats up? Should they be on during the winter? I am concerned.

I’d leave them on until spring.  I’m not optimistic that they will actually grow a lawn but they will prevent the soil from eroding over winter.  Sometime in early May, you could remove them so you can start a new lawn with some fresh grass seed then.
