We cut down a Rose of Sharon bush. It keeps sending up small shoots. How do I get rid of the whole old root and these small shoots?

When the new the shoots pop up, cut them and then paint some undiluted Bonide Stump and Vine Killer on the fresh cuts. Read and follow the directions on the label.
