The arborvitae I have all have growth on top but the bottom is bare. I have them planted behind my white vinyl fence and they are located in an alley where only 1 car goes up and down. I had the soil tested at Cornell as it seems anything I had planted back there does not do well. Hostas are OK and pachasandrya are OK but the trees that have been planted back there all seem to die. Any suggestions? I want privacy and to block the noise coming from the main street.

It is likely that he lower portion is not getting enough light due to the fence…not much can be done about it short of removing the fence.  This is common on arbs planted against building or fences.
