No, it will NOT germinate before Crabgrass preventer season so You’ll need to skip crabgrass preventer in spring.  Remember, you only need crabgrass preventer if you had a crabgrass problem the previous year.  Crabgrass preventer isn’t something you should need every spring year after year.  Once you’ve eliminated the crabgrass, a thick, properly maintained lawn of fescue/ryegrass/bluegrass will easily keep crabgrass from intruding.
