We are looking to re-landscape our front garden beds and have two dwarf Alberta spruces on either side of our porch steps. They are probably between 5 and 7 ft tall and assume they are quite old as they are starting to show their age. We would like to replace these with something similar but I think these are extremely slow growing. we are looking for an alternative that will have some height initially but not grow too tall. Are there varieties of arborvitaes that won’t grow too tall, I want something that will top out no more than 8 ft. Thanks

I’d suggest looking into junipers.  There are some that have that shape and will stay small.  Pencil Point Juniper for instance.
